Tess holds a Bachelor’s degree in Civil Engineering from Rensselaer Polytechnic Institute and has over a decade of experience in transportation engineering, public works administration and public outreach. Ms. Schwartz has worked for several large consulting engineering firms in Connecticut and served as Assistant Director of Public Works for the Town of East Hartford.
Tess also currently serves as Traffic Signal Circuit Rider for the University of Connecticut T2 Center, providing Connecticut towns with training and resources in support of the maintenance and operations of their traffic signal systems.
